Optimizing Facility Management Services for Dutch Aviation Group
A Case Study in a European Tender & Contracting Process
Client Challenge
The client faced several challenges, including the need to comply with PRM (Passenger with Reduced Mobility) legislation and inspection criteria from the Dutch Ministry of Transport. Additionally, they needed to optimize the PRM process, manage multiple contracts and stakeholders, and ensure minimal quality dip during the transition to a new service provider.
Response
In response, a joint effort was initiated to kick off the project, write tender documentation for an optimal PRM process, and start the European tender procedure. The project involved mobilizing a project team, conducting desk research on PRM operations, and preparing detailed tender documentation. The scope included meeting PRM legislation requirements, addressing additional needs of airlines and the Aviation Group, and providing services for unaccompanied minors and compassionate assistance. An RFP (Request for Proposal) was created and evaluated based on predefined criteria. This was followed by multiple design sessions with providers. After an extensive BAFO (Best and Final Offer) phase, a provider was selected, and a final contract was negotiated and closed.
Outcomes
The project resulted in the signing of the PRM contract, ensuring a correct and widely supported tender process. The new service provider started delivering optimal PRM services with the right quality and price, and minimal quality dip during the transition. This initiative ensured compliance with PRM legislation, optimized the PRM process, and effectively managed multiple contracts and stakeholders.
